Because Article 1 is missing in practice, NATO in theory has become a rogue organization, but new members are happy to join. Our largest institutions can break their own most constitutional rules, and the people inside don't look at it that way. Anyway, I hope what your reasoning is good for, is that Hungary can make a case for bailing out of its NATO Article 5 obligations, and not only save itself from nuclear retaliation, but also do simply the right thing.
